You may prefer to use the V 6/4 instead of the I 6/4. So why do we use I 6/4 instead of V 6/4?
Because the I 6/4 accurately describes the notes of the tonic triad in second inversion (G-C-E). Using V 6/4 would result in the same analysis being applied to two different chords, as shown in this example (conflicting analysis in red):
